Cruel and Deadly Helicopter Stampedes During Foaling Season Must Stop

An Open Letter to the management of the Department of Interior and Bureau of Land Management

Dear Sirs:

As an outraged citizen I am writing you to beg for the mercy of week and month old babies that will be the victims of the planned Round-ups starting in July.

The BLM handbook states that round-ups should NOT be conducted during foaling season. In July there are still mares that are heavily pregnant and babies that are only weeks old. Even babies that are one or two months old cannot withstand the miles and miles of running over treacherous terrain. July is in the middle of foaling season.

These round-ups will undoubtedly result in many foals suffering and dying and pregnant mares aborting their babies. Babies have died from sloughing off their hooves before. (during the Calico Roundup)

It is easy to predict, young babies simply cannot withstand the miles and miles of exerting exercise, their small under-developed feet cannot withstand the pounding, they cannot go without their mothers milk especially after this exertion, and the stress and anxiety of separation from their mothers is extremely inhumane to both mothers and babies.

One would not run one’s own pregnant mare or mare and baby for miles and miles and expect them to be ok. As a matter of fact one would be arrested for cruelty to animals.

I do not agree with any BLM Round-ups as there is no independent count of Wild Horses and the contractors are inhumane and have no knowledge of
natural horsemanship.

However, Round-ups during foaling season take this one more inhumane step further and are even more callous and willfully cruel and heartless.

Thousands of horse advocates are outraged, Horse organizations are outraged, my pony club is outraged, my neighborhood is outraged, and the
media is outraged.

Please have mercy and direct the contractors to conduct the Round-ups only after the foaling season is over. And only when temperatures are not
extreme. I beg of you to order the round-ups to only ever take place during the months of Sept and October and November, after the summer heat is over, when the babies are at least 3 months old and before the bitter winter cold.

Most urgently I ask you please, postpone the foaling season roundups!!

Dear Ms. Worley,

With your statement below, I am wondering if the people abusing the horses or burros, kicking, lifting on tail and sadistically tormenting them are not of your agency ? Is this indifference at best, impatience, or simply a complete lack of humane welfare standards ever so present in your program ? If you insist none of your contractors you oversee are indifferent or accepting of inhumane treatment, then what is this abuse ? While many in BLM offices may not be fully aware of the horrors going out on the range and simply typing up handed down reports to put on your website, it seems necessary you go out on the field to witness the reality.

The increasingly cruel and unprofessional performances during recent stampedes speak volumes – not of improved practices, but of the same old indifferent, abusive standards known. While accidents can happen, the fatalities due to improper handling, insufficient veterinarian care and the lack of fundamental respect for each individual animal within BLM is alarming.

We care about accurate census, count and a consistent approach to implement performance appraisals that would fit your statement in the email below.

We care for BLM to have more respect for the social order of bands, and to involve the public in all aspects. We care that independent humane observers have access at all times.

We care for BLM to apply mandatory education to staff on the range, reflecting of professional equine understanding and handling skills, not the archaic and brutal practices present.

We care for BLM to invite advocates instead of excluding them and denying them access.

We care to end the stock-piling of unlawfully evicted mustangs and to relocate those languishing in holding to available healthy range lands or proposed partnership eco-sanctuaries.

We care for BLM to stop the large-scale displacement of herds by giving preference to livestock and big game in HA’s and HMA’s throughout the West.

We also care that our wild equids are not scapegoated and blamed for ecological destruction and range damage, when in fact they enhance the eco-system.

We care for BLM to stop the monopoly of livestock and/or big game and reduce, possibly eliminate privileged livestock permittees on original legal HA’s.

We care to stop the drastic round ups and for BLM to create ecologically knowledgeable reserve designs as specified in attached documents.

We do care about the mustangs. In fact, we care that your agency delivers the reform Mr. Abbey preached recently. We also care that a balanced Advisory Board would be established, not only representing special interests, but a balanced concept, consisting of wild horse advocates also.

We care to assure the survival of all herds in their rightful habitat, as laid out in the unanimously passed 1971 Act, which is not warranted with the current PZP closeout strategy. We care for true and genuine reform. We care to see the fundamental change in the program that Mr. Abbey promised in February 2011, see below:

Some of the other changes the BLM says it will put in place include: Enhancing humane animal care and handling practices, promoting volunteerism in the management of wild horses, plus improving transparency and openness.

Abbey says the reform efforts will begin immediately.

We care for our mustangs and burros. It’s high times your agency cared too, before it’s too late !

The BLM conducted an internal investigation into the incident with the helicopter herding of a mare that fell in a snowbank.  We issued a news release, which contains a link to the report:

During the 40 years that the BLM has been responsible for ensuring there are healthy herds of wild horses on the public lands, we have continued to improve our business practices.  No one working in this program, including the contractors we oversee during gather operations, are indifferent or accepting of inhumane treatment of any animals.  There are times when accidents or unfortunate incidents occur, and we report these incidents on our websites.

During the Antelope Complex wild horse gather, we have safely used a helicopter to gather more than 1,300 animals.  There have been 4 gather related deaths and 5 non-gather related deaths, which have primarily been because of genetic deformities or pre-existing injuries that didn’t heal well.

The Bureau of Land Management (BLM) is undertaking a thorough review of its
wild horse and burro program and values public comment as this process
progresses.  The BLM recently requested the National Academy of
Sciences/National Research Council to conduct an independent technical
review of the program to ensure that the BLM is using the best science
available in managing wild horses and burros on Western public rangelands.
This study and work currently underway on a long-term strategic plan will
provide information to place the program on a sustainable path that meets
the goals of humane treatment of the animals, healthy rangelands for all
their users, and fiscal responsibility for the American taxpayer.
